The London-based property firm Lands Improvement Holdings (LIH), (the clue is in the name...) will not be involved in the final development, but will parcel off sections to house builders and developers, so in effect the site could remain a landbank or cleared site for several more years. As the firm says:"Lands Improvement Holdings (LIH) was founded in 1853 to represent farmers who wanted to raise capital by selling parcels of their land for development."
This is how the new London-based owners operate: "Sites are initially promoted through the planning system; once planning consent is obtained, further work is done to put the necessary local infrastructure in place. This may include sanitation, energy supply, local roads or the provision of local amenities such as local school buildings."
The firm says once the value of a site has been optimised [ie maximum profit extracted] parcels of land are only then sold off to either a house builder or a commercial developers. Clearly this will involve several more rounds of planning applications and possible public meetings, rather than just one future development.
It also does not help land and property values in Peterborough when the City Council is contantly cutting back on essential services such as buses, closing childrens centres, flogging off play centres, but still finding funds for adventures such as Blue Sky Peterborough Limited, the 'failed' Freemans roof-mounted solar farm and statues (!) for a golden route into the deserted public realm money pit complete with defective fountains...
