A decision by Peterborough City Council’s cabinet to launch a consultation over plans to dump children’s centres and to reject a call-in stands.
Members and NON VOTING co-opted members of the PCC Creating Opportunities and Tackling Inequalities Scrutiny Committee were vindictively misdirected by Cllr Chris Harper Con Stanground East on December 3rd, claim campaigners; the councillor dubbed 'Cllr Turnip' (having spent £1,800 of Community Leaders Funding ie public money on a raised vegetable bed for infants at a primary school where he is a governor) used his casting vote to reject a request to “call-in” the decision, meaning it would face further considered debate among councillors.
In efforts to chop £1.2 million off the budget (a fraction of the overall public money and resources showered on Blue Sky Peterborough...) The PCC wants to create four “super hub” one stop shop centres from its current 15 properties.
They claimed the council had not properly considered alternatives to the plan. In the report which went before the cabinet, under the “Alternative Options Considered” it states the alternative is “to do nothing”.
The committee had been told by the seriously inept Cllr Sheila Scott, conservative cabinet member for children’s services, (also Tory Party Agent and National London based mouthpiece for the owners of Adult Care Homes).
The meeting also heard Wendi Ogle-Welbourn, [SIC] the council’s so called but unimpressive director for communities, the consultation process itself was designed to generate alternative proposals.
This of course is nonsense, as clearly Cllr Turnip, working with Cllr Brian Rush are politically whipped to close the childrens centres, and they see the consultation process as nothing more than a path they are legally required to follow. It won't on past experience change the outcome, one little bit..
However Cllr Brian Rush Conservative Stanground Central is up for re-election next year, and Cllr Turnip, the following year. Cllr Brian Rush keeps his head down, but has an interesting council voting record.
He voted in favour of the massive Rail Freight Interchange at Stanground. It was left to the PBROTRIB to explain it directly to the 'owners' in Dubai, why it was a really bad idea, drawing traffic away from their (then) proposed London Gateway in favour of Felixstowe - owned by rivals Hutchison Ports (UK) Limited.
Cllr Rush voted to close all the council run adult care homes (and day centres) Cllr Rush sits on the health committee, he also brightly voted to chop evening buses. Cllr Brian Rush and Cllr Turnip also welcomed the recently convicted (found guilty after a full Crown Court Trial) Cllr Peter Hiller back into the party fold, a true Con. by all accounts. Just lock up all the bunches of keys folks!
Cllr Nick Sandford LibDem for Walton, proposed the call-in be approved on the grounds alternatives to the plans had not been considered: “All we've heard is - let’s see what members of the public have to say - there are a number of ideas we have heard’. We haven’t heard any concrete proposals that are alternative to the ones that have been put forward.”
Three votes in favour and three against the motion, the Chairman Cllr Turnip failed to mention that co-opted members had no vote. Chairman of the scrutiny committee, Cllr Turnip, Conservative Stanground East, exercised his casting vote and rejected the call-in, the consultation to continue. Cushty!
