Year after year the litter-bins on the streets of Peterborough have not been regularly or timely emptied. They overflow onto the pavements beneath, then the wind and passing traffic re-distribute the rubbish along the streets. This has been documented many times over ---it is incontrovertible !
First Enterprise Peterborough and now Skanska/Amey have failed publicly to meet their contractual obligations. (Little wonder, since the same group of people, virtually unchanged, has overseen these 'out-sourced' services from the time that they ceased to be performed by direct labour, and continues to do so to this very day).
What does it take, I would really like to know, to effect the changes which will end this farce ?
In any 'normal' civic organisation this is what would happen :-
-- Litter-bin emptying, pavement cleaning and street cleaning schedules would be immediately reviewed and revised to ensure that this mess did not happen again.
-- Those incompetents that authorised payment to contractors without ascertaining that the work was satisfactorily completed would be dismissed. [or at least flogged, boiled in oil perhaps? Ed]
-- Those responsible for monitoring such contracted-out operations, having failed in their duty over a considerable period of time, would also be dismissed. [Ditto. Ed]
-- Finally, financial penalties would be applied and the contract would be terminated, because of non-performance, and put out for re-tender. Alternatively, an assessment would be made to see if the work could not be more cost-effectively performed once more by direct labour.
So what are the Internal and External auditors doing about this situation, I would really like to know ?
What is the so called 'Executive' doing about it ?
What are councillors doing about it ?
Below are half-a-dozen photos, taken randomly across central Peterborough on 8th June, with captions showing where they were taken. They indicate not only that litter-bins have not been emptied for some time, but also that the pavements and streets where they are located have not been cleaned.
In the week that the leader of the council maintains that £19 million savings must be found, there can be no excuse for this to continue. How to make savings ?
