Fiona Radic writes: Adopted by the council at the turn of the century, the period of Cabinet government has more or less coincided with a period of majority Tory control. The last half of this period has been dominated by savage cuts made by a national government which failed to secure a national mandate for them.
The PBROTRIB says: In reality as the Peterborough Labour Party has effectively formally agreed not to challenge the Dear Leader Marco Cereste, as de facto council leader, despite the fact that the Conservatives lost the election and there is No Overall Control. It matters little if the council is run by Cabinet, Committee or a bunch of robots from SERCO. With Peterborough Labour Party leaders now sitting firmly on their hands, Marco Cereste is almost free to carry on exactly as before with his one person style of autocratic management. For those wishing to understand how this could possibly happen, another great Italian Niccolo Machiavelli, the Florentine statesman and writer (1469-1527) wrote the The Prince - Il principe in 1513. Much of it would seem to apply to the current 'goings on' inside Peterborough Town Hall!
Nobody could describe any of this as healthy or good for any of us.
