The PCC Garden Waste Brown bin saga is now like a vintage Whitehall Theatre farce, all dropped trousers, and people running in and out of several City Hall doors like headless chickens .... coupled with no service!
Peterborough City Council (STEVE AUSTIN is the contact - speak to no other person!) decided to levy a crafty stealth council tax by charging for brown bin collection - garden waste that can be recycled, made into compost - although you can still legally dump garden waste in your black bin (which goes to expensive land fill sites) for free! (The logic defeats us as well). You can also legally have a bonfire in your garden.
The deal on paper, is very simple pay £36 (a £3 discount!) before May 20th and you would then get a free bag of compost, from a council tip in darkest Dogsthorpe (costs you £3 in petrol just to collect it) in return the council sends you a sticker for your bin. Job done.
Well no, lots of people signed up and the sticker was sent out - IT WAS THE WRONG KIND OF STICKER - so the whole lot had to be reprinted and expensively mailed out again, and those who had signed up to get the revised sticker, bag of muck from Dogsthorpe and a £3 discount would have thought the process was complete.
Well no, it seems that thousands of you naughty Peterborians, when eventually contacted by a distant direct debit collecting outfit in London have simply refused to sign up for the open ended variable direct debit, but have kept the revised sticker and stuck it on their brown bins.
Trouble is the London direct debit collection outfit were then trying to set up a direct debit scheme, although the PCC finance people had already helped themselves and banked the full years discounted payment in one hit!
The upshot is that the new contractors Amey claim they are not being paid, and are now 'blackballing' PCC brown bin holders and refusing to collect brown bins or do assisted collections ('Pullouts' for disabled people) unless PCC AMEY manager Steve Austin can physically marry up each and every £36 or £39 payment made to the PCC, before the London based outside direct debit collection agency became involved.....
Anyone with an online or electronic banking account, will know that after a couple of months its difficult to get detailed statements. Its made worse as the PCC don't bother to record a descriptive detail with the debits they collect.
So if you're one of the good guys and paid up early in April, be prepared to be 'blackballed' without AMEY even telling you, and have your overflowing brown bin ignored, until you can clearly prove to the Amey Manager Steve Austin that you actually paid the council.
Clearly the nice little earner the Dear Leader was counting on, has spectacularly backfired... and seemingly cost the Council way more than they could ever hope to get back in... Clearly the additional distress and hardship, the PCC failure to honour the brown bin legal contract, could see Mr Austin making repeated trips the Peterborough County Court to explain his actions and lack of accounting and possibly pay out damages on top...
