If you wonder how the serially useless Cllr 'Travelling' Turnip (aka Cllr Christopher Harper CON Stanground East with the expanding girth, (who we understand is also the Chairman of the Planning and Environmental Protection Committee. They decide planning applications, for building development including new homes, commercial buildings, alterations and change of use,) notionally carries out his role for the ill served Stanground East Ward (and in true fright night tradition has now signalled his intention to stand again for another five knuckle dragging years as a Conservative candidate - what a gift for UKIP!) cast your eyes over this consultation exercise (see below) being wafted through.
It involves a high density residential estate behind Oakdale Avenue, on contaminated land, and by a simple cash transaction the full social housing requirement can be bypassed. Cllr Turnip hasn't been jumping up and down over this (...in fact over the last four and a half years there have been few, if any, speeches of note). He does however find time to top up the Tory coffers, much depleted in the last few months, by the massive swing to UKIP, which could see the MP for the other side of the City backbencher Stewart Jackson joining their ranks...who knows? Cllr Turnip, if you follow his twitter feed, is currently hosting a fundraising event for the Conservatives (probably to raise funds to pay off the over £2 BILLION demand from the European Commission! It has to be paid by December 1st!)

Police Architectural Liaison Officer (16.09.14) No objections – it is evident that crime prevention and community safety has been adequately considered in the proposed layout. Access to the open space between plots 46-49 and 76-78 should be protected with a low fence to deter vehicle access and/or parking. In addition, street lighting should be provided.
Section 106 Planning Obligations Officer (15.09.14) A Section 106 contribution of £259,000 is sought using POIS for this development plus a 2% monitoring fee of all financial contributions. An off-site contribution towards public open space may be required and 30% affordable housing is also required as the proposal exceeds the relevant triggers.

Transport & Engineering Services (14.10.14) No objections – The proposed highway layout and car parking is acceptable and would not give rise to any unacceptable highway safety danger. Request a number of conditions relating to provision of parking, visibility splays, lighting and further measures to reduce vehicle speeds along the adoptable road.

Archaeological Officer (16.09.14) No objections – At the time of previous evaluation, the site was considered to yield low archaeological potential as a result of extensive truncation of buried remains resulting from the buildings previously in situ.

Pollution Team (25.09.14) No objections – The previously agreed contamination remediation scheme for the site (under reference 10/01460/DISCHG) is adequate and no further remediation will be required for this site.
