I notice that no attempt has been made to answer my question :-
'If there exists a contract between Peterborough City Council and Amey, please would you inform me of the contractual provisions for 'non-performance'.
I believe that the information furnished below indicates that Amey are not in a partnership agreement with Peterborough City Council and thus should not be referred to in any of the Council's literature, job-descriptions, website pages etc etc as ''partners" or as a 'partner'.
In order to obtain correction to the multitude of instances where this nomenclature exists,
I now submit this correspondence as a complaint to : email@example.com .
My complaint :
Is that the use of the term 'partners' or 'partner' in respect of Amey, which appears in the Council's literature, job-descriptions, website pages etc etc is misleading, as in fact they are contractors to Peterborough City Council, trading under the name of ' Enterprise Managed Services Limited '.
Not only do I find the use of the term 'partners' or 'partner' in respect of Amey misleading, but I have reason to believe it to be a mis-representation of fact, (with all that this implies!)

In your response to FOI-14-0837, I notice that you refer to " Amey, the councils partner for environmental services ".
I was not aware of a partnership agreement between Peterborough City Council and Amey.
If one exists, please will you tell me the percentage basis on which the gains or losses which the partnership generates are shared between the partners, and also if any other people or organisations, apart from Amey and the Council, are partners in this agreement, .
If, in fact, there exists a contract between Peterborough City Council and Amey, would you confirm to me that Amey is indeed a contractor to Peterborough City Council.
Further to this question :
If there exists a contract between Peterborough City Council and Amey, please would you inform me of the contractual provisions for 'non-performance' in respect of 'street cleaning', which of course, covers not only the removal of litter etc. but also, I believe, the removal of graffiti.
Peterborough City Council entered into a long-term (23 year) strategic partnership agreement (contract) with Enterprise Managed Services Limited (trading as Enterprise Peterborough) for the delivery of a range of services, including the maintenance of our parks, trees and open spaces (including litter picking and street sweeping) as well as household waste collections.
In April 2013 Amey acquired Enterprise Managed Services Limited and as a result of this process Amey then took over the management of the Enterprise Managed Services Limited contract Peterborough Contract.
The parties to the contract are Enterprise Managed Services Limited and Peterborough City Council. Other than the involvement of Amey as mentioned above there are no further companies involved.
The contract does not contain any provisions for the share of profits or loss. However the parties works closely together, characterised by on-going, constructive and creative dialogue about how services can be improved as well as delivered more efficiently. This allows the shaping of services to meet the needs of the authority and its budget pressures.
The contract has service specific performance indicators that the authority uses to measure Enterprise Managed Services Limiteds performance of services including street cleaning. For example, in respect of the items highlighted in this request: -
