Peterborough Central Labour Party Agent Andrew Palmer of Eastfield Road, Peterborough, who pleaded guilty at an earlier hearing, has been sentenced to 20 months imprisonment and remains on the sex offenders register. The sentence was given at Peterborough Crown Court earlier today 18th February 2015.
It was disclosed in Court that Andrew Palmer, a well known Labour Party activist, and Branch executive, was already on the sex offenders register and will now remain on that sex offenders register. The sex offenders register contains details of anyone convicted, cautioned or released from prison for sexual offence against children or adults since September 1997, when it was set up.
The register, which is run by the police, is not retro-active, so does not include anyone convicted before 1997. There are around over 30,000 people on the register in the UK.
Under the Sex Offenders Act 1997, as amended by the Sexual Offences Act 2003, all convicted sex offenders must register with the police within three days of their conviction or release from prison. The register is monitored by the police, who receive notification from the courts following conviction, and both the prisons and probation service following an offender's release into the community.
Failure to register is an offence which can carry a term of imprisonment. Registrants must inform the police within three days if they change their name or address, and disclose if they are spending seven days or more away from their home. Convicted sex offenders have to register with their local police every year.
A Labour Party spokesman from Lancashire telephoned the PBROTRIB and first tried to suggest we had the wrong Andrew Palmer, we provided our evidence, his tone changed as he pleaded with us to delay the story. As we had been given the run around by Peterborough Central Labour Party, that clearly wasn't going to happen. When the spokesman realised the game was up he then confirmed that Andrew Palmer had been suspended from party membership, as they are not immediately able to cancel membership "but it is unlikely he will return" although Mr Palmers twitter feed is still active and proudly sports the Labour red rose emblem. Mr Palmer was the Labour Central Party Agent for many Peterborough wards during the Local Government Elections as shown on official returning officer documentation.
